🧾 Steps to Start a Business as a Foreigner in Cambodia

  1. Choose a Business Structure
    Most common: Private Limited Company (PLC)
    • Minimum 1 shareholder and 1 director (can be the same person)
    • Foreigners can own 100% of shares (except for land ownership 
  2. Register with Government Agencies
    • Ministry of Commerce (MOC) for company registration
    • General Department of Taxation (GDT)  for tax registration and patent tax
    • Ministry relevant to your business sector (if needed)
  3. Get a Business License (if required for your type of business)
  4. Lease a Commercial Address
    • You need a registered business address in Cambodia
  5. Apply for a Visa and Work Permit
    • You will need a business visa (E-class visa) and valid work permit
  6. Open a Business Bank Account
    In a local or international bank operating in Cambodia
